In Korea, in order to register a car, you must purchase bonds.
There are two types of bonds that must be purchased when purchasing a car: regional development bonds and urban rail bonds.
Regional development bonds are issued by 16 cities and provinces excluding Seoul, Busan, and Daegu, and have a maturity of 5 years and a lump sum redemption statute of limitations of 10 years.
Urban railway bonds are issued in Seoul, Busan, and Daegu, and have a maturity of 7 years and a redemption period of 5 years.
The above two bonds are mandatory to purchase when registering a car, so those who purchase a car and register it in their name can be said to hold local development bonds.
Depending on where your car is registered, car refunds will be issued 5 or 7 years after car registration.
If this car refund is not claimed on time, that is, when the statute of limitations expires, it will naturally be returned to the government and destroyed.
Car refunds will expire unless you personally inquire and apply for them, so be sure to apply within the statute of limitations to protect your precious money.
Car refunds are managed by different banks depending on the car region.
Those who registered their car in the Seoul area can check their car refund at Shinhan Bank, and those who registered their car in Busan can check it at Busan Bank.
If you registered a car in the Daegu area, you can check it at Daegu Bank, in Incheon you can check it at Shinhan Bank, in Gwangju you can check it at Gwangju Bank, and in Daejeon you can check it at Hana Bank.
If you registered your car in Sejong City, you can check it at Hana Bank, and if you registered your car in Jeonbuk area, you can check it at Jeonbuk Bank.
Additionally, if you registered your car in Ulsan, Gyeonggi-do, Gangwon-do, Chungcheongbuk-do, Chungcheongnam-do, Jeollanam-do, Gyeongsangbuk-do, Gyeongsangnam-do, Jeju-do, or Changwon, you can check your car refund at Nonghyup Bank.
In some cases, you may not be able to check your car refund amount.
In most cases, it is highly likely that bonds were purchased and sold immediately when registering the car.
If you sell a bond that must be purchased when registering a car immediately after purchasing it, you will incur a certain level of loss, but because you can save on car registration costs and because of the inconvenience of having to sell the bond later, you often sell it immediately after purchasing it.
Therefore, if you own a car in your name that is more than 5 years old, but cannot check the car refund amount, please check whether you sold the bond at the same time as purchasing it when first registering the car.
A: Car refunds are received by selling the bonds (regional development bonds or urban railway bonds) purchased when registering a car at maturity.
If you purchase a bond when registering your car and then sell it immediately, you may not incur a car refund.
For more accurate information, please check the website and mobile app of the bank in each region above.
A: When purchasing and registering a car, please check whether you have sold the purchased bond right away.
If you don’t sell the bond right away, you’ll owe a car refund.
If it has been 11 years since you purchased your car, unfortunately, the statute of limitations has run out and it has likely been repossessed to the government.
If a car is registered in Seoul, Busan, or Daegu, the maturity of the bond is 7 years and the statute of limitations is 10 years.
This means that the refund can be confirmed 7 years after vehicle registration, and after 10 years, it expires and is returned to the government.
If you registered a car in a region other than Seoul, Busan, or Daegu, the maturity of the bond is 5 years and the statute of limitations is 7 years, so you must apply for a refund within 7 years of registering the car to receive it.
