Documents to be verified when buying and selling land are a certified copy of the register (land/building), land use plan confirmation, land ledger, and cadastral map (forest map). The land ledger is a document under the jurisdiction of the mayor (or the head of the ward in the case of a city where a gu is located) and the governor, and it is a necessary confirmation certificate as it is a document that records facts about the land to be sold.
There are three ways to view the land ledger for free. There are two ways to do it in person, and the other is to get a free issuance online. To read the land ledger for free online, you need a computer with Internet access, a printer, and a joint certificate.
<How to read land ledger for free>
1. Visit the nearest community center or city/gun/gu office to obtain an issuance.
2. It is issued by an unmanned civil petition issuing machine.
3. It is issued through the Internet. (Government 24)

A joint certificate is required for free access to the land ledger through the Government24 site. If the accredited certificate still has an expiration date, you can use the accredited certificate you used. If the public certificate has expired, a new joint certificate can be issued and used. The ‘joint certificate’ is a ‘certified certificate’ whose name has been changed since December 10, 2020. The issuance method is available at the Korea Universal Certification Center and also at the bank site you are using. Please note that Kakao Bank also issues a joint certificate.

After checking the address and details on the application form, click [Apply for civil complaint] to open a window where you can print the document immediately. Press the Print Document button to print the document and you are done. You can easily obtain a land ledger. It is free if issued online.

“The address is incorrect.”
When checking the land ledger, messages such as “The lot number does not exist or the lot number has not been checked against the book.”, “The address is incorrect.” may appear. The land where this message appears,
1) A lot number that does not have a corresponding lot number, or
2) Housing site development in progress or
3) Occurs when there is a history of division or merger.
In the above case, please contact the person in charge of the city, county, or ward where the land is located to see if it is possible to apply with the applicable lot number.
